Italy, Structural Funds and Roma
In Italy there is no specific Programme aimed at the Roma community, which is a target group for all the actions of social inclusion of national and regional programmes financed by the European Social Fund.
Actions aimed at the Roma population are planned within the framework of two Operational National Programmes (ONP) financed by the Structural Funds:
- the Operational National Programme (ONP) “Security for the development of the South of Italy” deals with specific activities of cultural liaison oriented toward Roma and others ethnic groups. The Managing Authority is the Interior Ministry.
- the two ONP “Governance and system actions” and “System actions” (managed by the Ministry of Labour) allow to carry on activities designed for the Roma population through three Pillars: Employability to build models and share tools to enhance the employability and the effectiveness of the social working insertion of the disadvantages people; Equal opportunities and no discrimination to overcome the stereotypes in every kind of discrimination; Transnationality to support partnerships and networks, to exchange models and best practices.
Furthermore, the 21 Operational Regional Programmes (ORP) can envisage further specific activities. The intermediate bodies in charge of running such actions are:
- General Directorate for Labour Market of the Ministry of Labour (as a Managing Authority of Employability and Adaptability Pillar);
- Department of Public Administration (for actions in the field of Capacity Building);
- Presidency of the Council of Ministers, Department for Rights and Equal Opportunity (Equal Opportunity Pillar).
Under its own responsibility, the Ministry of Labour can be supported by two national agencies: Isfol and “Italia Lavoro”. Referring to the ORPs, Regions can choose their intermediate bodies.
With the aims of coordinating the intervention of different bodies, exchanging information and contributing to the EURoma network, the Ministry of Labour, with the support of Isfol, has organised a national network in which all regional and national actors in charge of the social and labour market inclusion of Roma people take part .
