Structural Funds: Investing in Roma

Last October 3rd the European Commission published specific principles to guide Member States of the European Union in their definition of policies for 'active inclusion' of people excluded from the labour market so as to “facilitate the integration into sustainable, quality employment of those who can work and provide resources which are sufficient to live in dignity, together with support for social participation, for those who cannot”.These guidelines will be discussed by National Governments at the Employment and Social Affairs Council in December 2008 that will draw conclusions on follow-up actions in line with the fight poverty and social exclusion from our societies.
This Recommendation represents a voluntary framework for Member States when designing policies for social inclusion and is based around three crucial aspects: adequate income support, inclusive labour markets and access to quality services. Key issues which were raised after a wide-consultation with the most relevant stakeholders.
Furthermore, the document suggests that Active Inclusion policies in the Member States must ensure the implementation of fundament rights, promote gender equality and equal opportunities for all. Still taking careful consideration of the complexities of multiple disadvantages and the situation and needs of the various vulnerable groups and at the same time be consistent with a lifecycle approach to social and employment policies.
