Human dimension implementation meeting: Early Education for Roma and Sinti Children

7 October 2009

As part of the Human Dimension Implementation Meeting (28th September-9th October), the OSCE organised a high-level seminar on early education for Roma, which took place on the 7th of October in Warsaw, Poland.

Representatives of governments and civil society from the 56 OSCE member states gathered in Warsaw, Poland, for a two-week meeting that reviewed the progress made in implementing the commitments adopted by governments in the field of human rights and democracy. Some 1000 participants from across the OSCE region attended the "Human Dimension Implementation Meeting", Europe's largest human rights conference.

The meeting scrutinizes achievements made by participating States in honouring their human rights commitments, including in areas such as freedom of assembly and other fundamental freedoms, democratic elections, prevention of torture, the rule of law, and tolerance and non-discrimination.On the7th of October, the Contact Point for Roma and Sinti Issues (CPRSI) organised a Special Day on Roma and Sinti focusing on the topic: Early Education for Roma and Sinti Children.

Participants included delegates of OSCE member states as well as representatives of international institutions, Roma organisations and other NGOs.

The session addressed the issue of low participation of Roma children in early education processes. Participating states shared information on the policies and initiatives implemented to address this issue, including the evaluation of these policies' effectiveness, in order to identify examples of good practice at the national, regional and local levels. It assessed the role of all stakeholders, including of international organisations, in improving the access of Roma children to early education.
