LEARNING FROM EXPERIENCE - Acceder Study Visit

11th, 12th and 13th March 2009

More than 30 participants, representatives of eight countries and of the European Commission travelled to Madrid, Spain, to observe in situ the Acceder programme run by the Fundación Secretariado Gitano (FSG), which aims at promoting the access of the Roma population to the labour market. The Acceder Programme is financed by the European Social Fund (ESF).

The main objective of this study visit, organised within the framework of EURoma, was to share the methodologies, strategies and results of the Acceder programme.

A final report was published including the papers and documents presented during the visit. It also includes the main discussions and outcomes of the debates that took place over the three days of the visit.

Over three days (11th, 12th and 13th of March 2009), the EURoma Employment Working Group visited the programme Acceder managed by the Fundación Secretariado Gitano (FSG).

The main objective of this study visit, organised within the framework of EURoma, was to share the methodologies, strategies and results of the Acceder programme.

Firstly, FSG representatives explained theoretical framework of the programme, through presentations of the context, the methodological approach, complementary and communicational actions. In order to highlight the success of existing partnerships, which constitute one of the key elements of the Acceder programme, local and regional administrations and private enterprises presented their point of view on the Acceder programme.

Secondly, participants observed practical schemes and experiences in three different localities: Madrid, Córdoba and Valladolid. The general group was divided into three smaller groups in order to visit the local teams and their daily work as well as the instruments of Acceder. Participants had the opportunity to get in contact with direct beneficiaries of the programme and to have a more in-depth understanding of the specificities of each centre: labour insertion of beneficiaries with social income in Valladolid; training within enterprises in Córdoba and enterprise intermediation in Madrid.

Each group analysed individualised pathways of insertion, taking note of the achievements, obstacles and stages to attain the main objective of the programme: the labour insertion of the Roma population. To facilitate the exposition of a daily work of the Acceder team at the local level several case studies were presented by beneficiaries as well as the job descriptions of the staff assisting the Roma population. 

Finally, on the final day of the study visit participants debated key aspects of, and issues facing, the Acceder programme, including partnerships, targeted yet mainstreaming measures, holistic approach, team profiles.

A final report was published including the papers and documents presented during the visit. It also included the main discussions and outcomes of the debates of the final day of the study visit.

The outcome of the visit was presented to the Management Committee in Budapest in May 2009.

In Cordoba:

Representatives of enterprises offering temporary contracts explained their collaboration with the Acceder programme and the training undertaken as a preliminary selection. They assured that formal training led to the reception of a diploma by the beneficiary. As the companies providing training are not in a position to hire all trainees, the instruction has the benefit of offering the possibility of obtaining employment in other enterprises in the same sector.

In Madrid:

Enterprise intermediation in a big city was the differentiated focus of the study group that took place in Madrid. Agreements with enterprises and intermediation were the main issues put forward on the labour insertion of the Roma.

In Valladolid:

The focus on people with low employability was stressed for those who receive minimal income subsidies. These cases of exceptional pathways of insertion have to mix training, employment search and self esteem courses. The coordination among stakeholders (administration and local organisations) is completely necessary not only for adapting the resources to the individualised profiles but also to ensure the autonomy of beneficiaries.
