Preparing the 2014-2020 period: Analysis of Socially Excluded Localities in Czech Republic

The ESF Managing Authority announced the public procurement “Analysis of Socially Excluded Localities in the Czech Republic” aimed at obtaining relevant information to effectively support both members of socially excluded Roma communities and localities in the 2014-2020 programming period.

On 5 June 2013 the ESF Managing Authority announced the public procurement “Analysis of Socially Excluded Localities in the Czech Republic” aimed at obtaining the information needed to effectively support the target group (members of socially excluded Roma communities and localities) in the next programming period 2014-2020.

The objective of this public procurement “Analysis of socially excluded localities in the Czech Republic” is to get the information needed to effectively support the target group (members of socially excluded Roma communities / localities) in next programming period 2014-2020.

The basic goals and tasks of the analysis include:

  • create a central overview of all hitherto realized analyses and research on the issue of the integration of the socially excluded;
  • prepare an overview of localities experiencing and at risk of social exclusion in the Czech Republic and their development, i.e. how their spatial distribution and current state corresponds with the situation in 2006, identify and describe the newly emerged localities; identify localities that have already disappeared; determine the reasons for the emergence and termination of localities, and finally to identify the localities/communities in which due to migration trends is increasing the number of socially excluded people;
  • conduct a field survey of the current state of socially excluded localities and localities at risk of social exclusion and prepare the required outputs in a single structure for final processing;
  • analyse the output data and link them into a single output - an updated analysis and map of socially excluded localities;
  • describe the overall situation of the use / non-use of the Human Resources and Employment Operational Programme for Roma inclusion in the selected 20 municipalities and formulate recommendations on how to target calls in next programming period 2014-2020.

Outputs of the analysis, i.e. publication analysing the socially excluded localities and Map of socially excluded Roma localities in the Czech Republic, will be used in two ways:

a) as a source of information about the current situation in the Czech Republic with regard to the issue of socially excluded localities; b) as a crucial guide to the most efficient support of the target group in next programming period 2014-2020.

Procurement documents were discussed with the Working Group for Roma Affairs under OP HRE and other relevant partners. Permanent members of the working group include representatives of relevant ministries (Ministry of Labour and Social Affairs, Ministry for Regional Development, Ministry of Interior, Ministry of Education, Youth and Sports), the Office of the Government (specifically the Agency for Social Inclusion and the Council of the Government of the Czech Republic for Roma Community Affairs), the beneficiaries of area of support 3.2 – Support of Social Integration of Members of Romany Localities etc.

The closing date of the procurement is 26 July 2013.
