Report on the situation of the Roma migrants in Europe

The Fundamental Rights Agency of the European Union (FRA) has launched, on 9 November in Vienna, a comparative report that examines the migration of the Roma and freedom of movement within the European Union (EU) and provides an overview of the situation of Roma / Gypsies in the host countries. The report was conducted in 5 countries: France, Finland, Italy, Spain and the UK.

The report also provides some positive experiences, at the national, regional and local level as well as the contribution of NGOs.

The European Union citizens have the right to move and live anywhere in the EU, provided they meet certain conditions. It is a basic right to European integration and is included in the Charter of Fundamental Rights of the EU (art. 45). However, the FRA's investigation shows that many EU citizens of Roma who settle in other EU states in search of better living conditions continue to experience racism, discrimination and exclusion in host countries.

Based on the evidence of this report, the FRA advised the EU and Member States to adopt specific policies to promote social cohesion to ensure that all citizens can fully and effectively exercise their right to freedom of movement.

The FRA launched in 2008 this research project based on field interviews with the aim of analyzing how the EU Roma citizens exercise their right of freedom of movement in practice. The research was conducted in 2009 in France, Finland, Italy, Spain and the UK, providing a broad reflection of the experience of the EU Roma citizens in recipient countries. The report was commissioned by the European Roma Rights Center (ERRC), together with European Dialogue (ED), European Roma Information Office (ERIO), Finnish League of Human Rights (FLHR), Fundación Secretariado Gitano (FSG) and Fédération nationale des associations solidaires (FNASAT).

The report examines the migration patterns and experiences that arise from these movements, explores the situation of Roma in the destination countries and study the answers given to this phenomenon local authorities and NGOs. Furthermore it recommends the use of Structural Funds for the social inclusion of the Romas, including migrant Roma persons.

Besides the comparative report and a summary, the FRA presented a third paper on selected positive initiatives.
