Structural Funds: investing in Roma

Despite demographic uncertainties, there is no doubt that the Roma population in Europe today is the largest ethnic minority in the enlarged European Union, estimated between nine and twelve million people. Even though, at present, inequalities and discrimination against them subsist in most, if not all, European societies.

As the Structural Funds are the main instrument of the European Union for promoting social cohesion, past January a European Network was officially set up in Seville with the purpose to enhance the effectiveness of policies targeting the Roma community and promote their social inclusion funded, mainly, by Structural Funds.

EURoma, the name given to this European Network on Social Inclusion and Roma under the Structural Funds, conceived in 2007, is aiming at developing a common work approach, sharing strategies, initiatives, lessons learned and best practices, as well as systematizing all knowledge available on these topics. Essentially two working lines will be undertaken in this way: transmission and exchange of information, and mutual learning.

In order to provide a better coherence of Structural Funds for Roma population, the governments of twelve countries, represented by the European Social Fund Managing Authorities and the body responsible for policies targeting the Roma community, have joined efforts around a transnational network following a Spanish initiative. 

12 EU Member States participate in the Network

Bulgaria, Czech Republic, Finland, Greece, Hungary, Italy, Poland, Portugal, Romania, Slovak Republic, Spain and Sweden with the active participation of the European Commission will take part at a Management Committee, participate in Working Groups and provide regular information.

The Management Committee is the Network’s decision-taking body and the Working Groups will be thematic specialised, at least in three issues: social inclusion, employment and education. The Spanish Fundación Secretariado Gitano (FSG) will assist the Network as Technical Secretariat.

If the goal is to truly see how Structural Funds impact the Roma population and foster their social inclusion, the added value of this initiative must be to bring all the stakeholders in the Network under the same approach with the intention of reproducing best practices on relevant policies and projects.
