Structural Funds: Investing in Roma
The European Roma Information Office (ERIO) recently published a set of recommendations to the new Swedish Presidency of the EU. The 2009 elections of the European Parliament illustrated the rise of extreme-right wing parties, which are promoting anti-Roma sentiments in the general population. Meanwhile, the Roma suffer restrictions on their right to freedom of movement within the EU, an issue listed among the priorities of the Swedish presidency.
Among other recommendations, ERIO stressed the need for the Swedish Presidency to expand the projected European Platform for Roma Inclusion by:
1) adopting a European Roma Framework Strategy contributing towards filling the gap of policy design and implementation between the European Commission and Member States; improving the accountability of Member States regarding policies promoting Roma inclusion; improving policy coordination within the European Commission; and setting up practical guidelines for an effective allocation of funding in programmes targeting Roma.
2) setting up an integrated, European Platform on Roma Issues, a forum through which the elaboration of mechanisms of policy assessment and accountability can be defined. The integrated Platform should involve the national agencies in charge for the Open Method of Coordination (OMC) on Social Protection and Social Inclusion for fostering policy coordination, setting up common indicators and exchanging good practices.
