En esta ocasi\u00f3n fueron los socios finlandeses de la red quienes albergaron este evento que reuni\u00f3 a m\u00e1s de 30 socios de la Red (es decir, organismos que administran los Fondos EIE y aquellos responsables de las pol\u00edticas dirigidas a poblaci\u00f3n gitana) de 13 pa\u00edses de la UE, as\u00ed como la Comisi\u00f3n Europea y la Secretar\u00eda T\u00e9cnica de la Red (Fundaci\u00f3n Secretariado Gitano).<\/p>\n<p>La reuni\u00f3n se centr\u00f3 en la propuesta de la Comisi\u00f3n Europea sobre el nuevo marco financiero plurianual (MFP) para 2021-2027, en particular los Reglamentos FSE + y FEDER, con el fin de reflexionar y debatir acerca de c\u00f3mo aprovechar las nuevas oportunidades creadas por los instrumentos financieros para continuar avanzando en la inclusi\u00f3n de la poblaci\u00f3n gitana.<\/p>\n<p>&nbsp;<\/p>\n<h3>Bienvenida institucional y comentarios de apertura<\/h3>\n<p>Hanna Liski-Wallentowitz, del Ministerio Econom\u00eda y Empleo, y Henna Huttu, Punto Nacional de Contacto, dieron la bienvenida a los participantes y compartieron con ellos algunas ideas iniciales sobre el contexto finland\u00e9s y la situaci\u00f3n de las 10.000 personas gitanas que viven en Finlandia y explicaron que a pesar del considerable progreso realizado en el logro de unas buenas condiciones de vivienda y niveles de educaci\u00f3n para la poblaci\u00f3n gitana, la discriminaci\u00f3n, as\u00ed como el acoso y la violencia f\u00edsica motivados por el odio y el antigitanismo, siguen siendo motivo de preocupaci\u00f3n en Finlandia y abordar la discriminaci\u00f3n en los procesos de selecci\u00f3n para puestos de trabajo, es una prioridad.<\/p>\n<h3><\/h3>\n<h3>Novedades relevantes de la UE<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-6475 size-medium alignright\" src=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1-300x193.jpg\" alt=\"\" width=\"300\" height=\"193\" srcset=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1-300x193.jpg 300w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1-768x494.jpg 768w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1-1024x659.jpg 1024w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1-1080x695.jpg 1080w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1-1320x849.jpg 1320w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal-1-1.jpg 1500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>Como en reuniones anteriores, se dedic\u00f3 una sesi\u00f3n a revisar las novedades m\u00e1s relevantes de la UE en materia de Fondos EIE y la inclusi\u00f3n de las personas gitanas.<\/p>\n<p>Dominique B\u00e9, representante de la Comisi\u00f3n Europea (DG Empleo, Asuntos Sociales e Inclusi\u00f3n), present\u00f3 las propuestas de la Comisi\u00f3n para el pr\u00f3ximo presupuesto de la UE, as\u00ed como las propuestas de Reglamento sobre el Fondo Social Europeo Plus (FSE +) y el FEDER.<\/p>\n<p>Principales aspectos destacados:<\/p>\n<ul>\n<li>El nuevo FSE + tendr\u00e1 un presupuesto general de \u20ac 101,2 mil millones y reunir\u00e1 varios elementos: FSE, Iniciativa de Empleo Juvenil (IEJ) Fondo de Ayuda Europea para los M\u00e1s Necesitados (FEAD), El Programa de la UE para el Empleo y la Innovaci\u00f3n Social (EaSI) y el programa de Salud.<\/li>\n<li>Al menos el 25% del dinero del FSE + en los pa\u00edses se destinar\u00e1 a promover la inclusi\u00f3n social y combatir la pobreza.<\/li>\n<li>Los porcentajes de cofinanciaci\u00f3n se reducen (Estados menos desarrollados = 70%, en transici\u00f3n = 55% y m\u00e1s desarrollados 40%).<\/li>\n<li>Las \u00abcondiciones ex ante\u00bb se sustituyen por \u00abcondiciones favorables\u00bb. Estas son menos y m\u00e1s centradas en los objetivos del fondo en cuesti\u00f3n. Se supervisar\u00e1 su aplicaci\u00f3n y deber\u00e1n aplicarse durante todo el per\u00edodo de programaci\u00f3n (<br \/>\nes decir, si no se cumplen, esto es motivo para dejar de conceder m\u00e1s dinero a esa regi\u00f3n \/ pa\u00eds).<\/li>\n<li>Se fortalecer\u00e1 el v\u00ednculo con el Semestre Europeo y las recomendaciones espec\u00edficas por pa\u00eds que se tendr\u00e1n en cuenta al comienzo del per\u00edodo de programaci\u00f3n y en la revisi\u00f3n intermedia.<\/li>\n<li>El FSE + apoyar\u00e1, entre otros, el objetivo espec\u00edfico de promover la integraci\u00f3n socioecon\u00f3mica de las comunidades marginadas como los gitanos (la menci\u00f3n a las personas de etnia gitana es expl\u00edcita pero no exclusiva).<\/li>\n<li>El Reglamento del FEDER no incluye una menci\u00f3n expl\u00edcita a las personas gitanas, \u00fanicamente a las comunidades marginadas.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-6480 alignright\" src=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" srcset=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-300x199.jpg 300w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-768x509.jpg 768w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-1024x679.jpg 1024w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-1080x716.jpg 1080w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-1320x876.jpg 1320w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop.jpg 1500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<h3>Aprovechar las oportunidades creadas por el nuevo presupuesto de la UE para avanzar en la inclusi\u00f3n de la poblaci\u00f3n gitana<\/h3>\n<p>Principales conclusiones de los grupos de trabajo:<\/p>\n<p>Educaci\u00f3n: Se enfatiz\u00f3 la importancia de la educaci\u00f3n en la primera infancia y la prevenci\u00f3n del abandono escolar, as\u00ed como de combatir la segregaci\u00f3n escolar y mejorar las competencias interculturales de los docentes.<\/p>\n<p>Empleo: Se destac\u00f3 la importancia de abordar la discriminaci\u00f3n, utilizando un enfoque mixto (Gitanos \/ estructuras \/ sociedad), que ofrezca una amplia gama de opciones a las personas gitanas y tambi\u00e9n hubo consenso acerca de la importancia de las competencias digitales.<\/p>\n<p>Exclusi\u00f3n social: \u00a0Se habl\u00f3 de la necesidad de erradicar los asentamientos utilizando una combinaci\u00f3n de FSE &#8211; FEDER, de adoptar un enfoque territorial y utilizar un enfoque integrado.<\/p>\n<p>&nbsp;<\/p>\n<h3><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-6484 alignright\" src=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-300x182.jpg\" alt=\"\" width=\"300\" height=\"182\" srcset=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-300x182.jpg 300w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-768x465.jpg 768w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-1024x620.jpg 1024w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-1080x654.jpg 1080w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-1320x799.jpg 1320w, https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop.jpg 1500w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Condiciones que deben cumplir los nuevos Reglamentos para que los futuros fondos tengan un impacto en la vida de los gitanos<\/h3>\n<p>La discriminaci\u00f3n se identific\u00f3 como un tema clave en el que el FSE + deber\u00eda invertir. Tambi\u00e9n se destac\u00f3 la importancia de utilizar un enfoque integrado y de asegurarse de que la innovaci\u00f3n \/ EaSI conduce a la expansi\u00f3n de las pr\u00e1cticas que hayan demostrado su eficacia. Tambi\u00e9n se destac\u00f3 la importancia de tener programas a largo plazo y evitar las convocatorias de propuestas anuales, as\u00ed como la necesidad de mejorar los sistemas de contrataci\u00f3n p\u00fablica. En cuanto al sistema de evaluaci\u00f3n y los indicadores, el enfoque en los indicadores cualitativos fue visto como algo muy positivo, aunque los socios lamentaron que solo hubiera indicadores de empleo y que faltaran indicadores de inclusi\u00f3n social. Los socios tambi\u00e9n demandaron una mayor flexibilidad en la cofinanciaci\u00f3n y elegibilidad de las acciones y una reducci\u00f3n de la carga administrativa.<\/p>\n<h3>El contexto Finland\u00e9s<\/h3>\n<p>El segundo d\u00eda de la reuni\u00f3n se dedic\u00f3 a analizar el contexto finland\u00e9s; las pol\u00edticas dirigidas a personas gitanas y el uso de los Fondos EIE para la promoci\u00f3n de la inclusi\u00f3n social, la igualdad de oportunidades y la no discriminaci\u00f3n de la poblaci\u00f3n gitana.<\/p>\n<p>Henna Huttu (Junta Asesora para Asuntos relativos a la poblaci\u00f3n gitana) habl\u00f3 de la situaci\u00f3n de esta poblaci\u00f3n en Finlandia y la implementaci\u00f3n de su estrategia nacional. Sirpa Liljestr\u00f6m (Ministerio de Ecoconom\u00eda y Empleo) comparti\u00f3 informaci\u00f3n sobre la forma en que se gastan los Fondos EIE en Finlandia y los proyectos dentro del FSE que se dirigen principalmente a las personas gitanas.<\/p>\n<p>Tras la presentaci\u00f3n del contexto general, se presentaron una serie de iniciativas, financiadas por los Fondos EIE y otras fuentes de financiaci\u00f3n. Estas presentaciones ten\u00edan como objetivo contribuir al intercambio de experiencias entre los socios e identificar elementos relevantes para el \u00e9xito de las intervenciones dirigidas a personas gitanas.<\/p>\n<ul>\n<li>Actividades y proyectos del Instituto Deacones de Helsinki para apoyar a la gitanos europeos itinerantes con sus necesidades diarias b\u00e1sicas y oportunidades de empleo.<\/li>\n<li>\u201cTrabajo y esperanza\u201d, un peque\u00f1o proyecto financiado por el FSE (2018-2019) para ayudar a los gitanos inmigrantes que se encuentran en una posici\u00f3n vulnerable a mejorar sus habilidades profesionales y encontrar trabajo (principalmente de limpieza y jardiner\u00eda).<\/li>\n<li>Encuesta sobre salud y bienestar de las personas gitanas: financiada por el FSE (2016 &#8211; 2019) con el objetivo de recopilar datos sobre la salud y el bienestar de las personas gitanas que viven en el pa\u00eds a fin desarrollar mejores servicios sociales y de salud p\u00fablica que satisfagan las necesidades de esta comunidad.<\/li>\n<li>Proyectos de felicidad para el trabajo y Felicidad para la vida: proyectos ESF que ofrecen asesoramiento a personas gitanas para ayudarles a encontrar su vocaci\u00f3n, obtener calificaciones relevantes e ingresar al mercado laboral o convertirse en empresarios.<\/li>\n<li>Explorar la posibilidad de crear un centro especializado para el desarrollo de la atenci\u00f3n social y los servicios de salud de las personas gitanas).<\/li>\n<\/ul>\n<p>La Consejera de Educaci\u00f3n de la Agencia Nacional de Educaci\u00f3n de Finlandia Susanna Rajala, cerr\u00f3 la reuni\u00f3n con la presentaci\u00f3n de la forma en que el sistema educativo finland\u00e9s ha logrado reducir dr\u00e1sticamente las tasas de abandono escolar entre las personas gitanas, lo que demuestra que un sistema educativo fuerte e inclusivo combinado con medidas de discriminaci\u00f3n positiva son clave para el \u00e9xito acad\u00e9mico de Hosted by the Finnish Network partners, the meeting gathered over 30 Network partners (i.e. bodies managing ESI Funds and those in charge of Roma policies) from 13 EU countries, as well as the European Commission and the Network Technical Secretariat (Fundaci\u00f3n Secretariado Gitano)<\/strong>\r\n\r\n\u00a0\r\n\r\nThe meeting focused on the European Commission\u00b4s proposal for the new Multiannual Financial Framework\u00a02021-2027, in particular the ESF+ and ERDF Regulations, in order to reflect and discuss on how to build on the new opportunities created by the financial instruments to advance Roma inclusion.\r\n<h3><\/h3>\r\n<h3>Welcome and opening remarks<\/h3>\r\nHanna Liski-Wallentowitz, Ministry of Economic Affairs and Employment, and Henna Huttu, National Roma Contact Point, welcomed participants and shared with them some initial ideas on the Finnish context and the situation of the 10,000\u00a0Roma living\u00a0in Finland and explained that in spite of considerable progress made in achieving good housing conditions and education levels for Roma, discrimination, as well as hate motivated harassment and physical violence motivated by antigypsyism, remain a matter of concern in Finland and tackling discrimination in the recruitment processes a priority.\r\n<h3><\/h3>\r\n<h3>Relevant EU Developments<\/h3>\r\n<img class=\"size-medium wp-image-6455 alignright\" src=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/3._New-EU-Budget-_EC-Proposal--300x193.jpg\" alt=\"\" width=\"300\" height=\"193\" \/>As in previous meetings, a session was devoted to reviewing relevant EU developments in connection with ESI Funds and Roma inclusion.\r\n\r\nDominique B\u00e9, from the European Commission (DG Employment, Social Affairs and Inclusion), discussed the European Commission\u2019s proposals for the next long-term EU budget as well as the proposals for Regulation on the European Social Fund Plus (ESF+) and ERDF. Main highlights:\r\n<ul>\r\n \t<li>The new ESF+ will have an overall budget of \u20ac101.2 billion and will bring together various elements: ESF, YEI and FEAD, EaSI and the Health programme.<\/li>\r\n \t<li>At least 25 % of national ESF+ resources will be earmarked for promoting social inclusion and tackling poverty.<\/li>\r\n \t<li>Co-financing percentages are lowered (less developed=70%, in transition= 55% and more developed 40%).<\/li>\r\n \t<li>\"Ex ante conditionalities\" are replaced by \"enabling conditions\". These are fewer, more focussed on the goals of the fund concerned. They will be monitored and must be applied throughout the programming period (i.e. if not fulfilled this is a reason to stop committing further money in that region \/ country).<\/li>\r\n \t<li>The link with the European Semester will be strengthened and <u>country specific recommendations<\/u> (CSR) that will be taken into account at the beginning of the programming period and at the mid-term review.<\/li>\r\n \t<li>The ESF+ shall support among others the specific objective of promoting socio-economic integration of marginalised communities such as the Roma (the mention to Roma is explicit but not exclusive).<\/li>\r\n \t<li>The ERDF Regulation does not include an explicit mention to Roma, only to marginalised communities.<\/li>\r\n<\/ul>\r\n<h3><\/h3>\r\n<img class=\"size-medium wp-image-6480 alignleft\" src=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/6_Employment_Conclusions-from-workshop-300x199.jpg\" alt=\"\" width=\"300\" height=\"199\" \/>\r\n<h3>Building on the opportunities created by the new EU Budget for Roma inclusion<\/h3>\r\nSome of the conclusions from the working groups focused on (education) the importance of early childhood education and preventing early school leaving, combating school segregation and enhancing teacher\u00b4s intercultural competences, (employment) tackling discrimination, using a mixed approach (Roma\/ structures\/society), offering a wide range of options to Roma, the importance of digital competences, (social exclusion) eradicating settlements using a combination of ESF \u2013 ERDF, the need to adopt a territorial approach and use an integrated approach.\r\n\r\n\u00a0\r\n<h3><\/h3>\r\n<h3><img class=\"size-medium wp-image-6484 alignright\" src=\"https:\/\/www.euromanet.eu\/wp-content\/uploads\/2018\/07\/8_Conditions-for-Quality-Implementations_conclusions-from-workshop-300x182.jpg\" alt=\"\" width=\"300\" height=\"182\" \/>Conditions the new Regulations must meet so that future funds have an impact on the lives of Roma<\/h3>\r\nDiscrimination was identified as a key issue where ESF+ should invest. The importance of using an integrated approach or making sure that innovation\/ EaSI: leads to the scaling up of projects was also highlighted. The importance of having long-term programmes and\u00a0avoiding having calls for proposals every year was also stressed along with the need to improve public procurement systems. As regards the evaluation system and indicators the focus on qualitative indicators was seen as a very positive step but the partners regreted that there were only employment indicators and that social inclusion indicators were missing. The partners also called for greater flexibility in co-funding and eligibility of actions and for a reduction of the administrative burden.\r\n\r\n<strong>\u00a0<\/strong>\r\n<h3>Looking at the Finnish context<\/h3>\r\nThe second day of the meeting was devoted to analysing the Finnish context as regards Roma policies and ESI Funds aimed at promoting social inclusion, equal opportunities and non-discrimination of the Roma population building upon the presentations made by Finnish Network partners.\r\n\r\nHenna Huttu (Advisory Board of Roma Affairs) set the context by presenting the situation of Roma population in Finland and the implementation of the Finnish NRIS.Sirpa Liljestr\u00f6m (Ministry of Economic Affairs and Employment) shared information with participants on the way ESI Funds are spent in Finland and the projects within ESF that are mainly targeted at Roma.\r\n\r\nFollowing the presentation of the general context, a number of initiatives, funded by ESI Funds and other funding sources, were presented.
