La Red EURoma lanza este documento para proporcionar recomendaciones sobre c\u00f3mo sentar bases adecuadas en los documentos de programaci\u00f3n, principalmente en el acuerdo de Asociaci\u00f3n y los programas de los Fondos Europeos de Cohesi\u00f3n, para segurar que las medidas a implementar en el futuro tengan un impacto real y contribuyan a reducir la exclusi\u00f3n y la discriminaci\u00f3n de la poblaci\u00f3n gitana de manera eficaz. <\/strong><\/p>\n

El nuevo per\u00edodo de programaci\u00f3n 2021-2027 refuerza la importancia de emplear los Fondos Europeos para abordar los desaf\u00edos relacionados con la igualdad y la inclusi\u00f3n de la poblaci\u00f3n gitana. Por ello se anima a los Estados Miembros no s\u00f3lo a programar medidas espec\u00edficas, sino tambi\u00e9n a mejorar y aumentar su eficacia. Es esencial alinear plenamente la programaci\u00f3n de los pr\u00f3ximos Fondos Europeos de Cohesi\u00f3n con los nuevos retos y prioridades establecidos en el\u00a0nuevo <\/span>Marco Estrat\u00e9gico de la Uni\u00f3n Europea para la igualdad, la inclusi\u00f3n y la participaci\u00f3n de la poblaci\u00f3n gitana 2020-2030.<\/span><\/a>\u00a0<\/span><\/p>\n

Por lo tanto,\u00a0<\/span>el objetivo de este documento es ofrecer gu\u00edas tanto a la Uni\u00f3n Europea como a los departamentos<\/span><\/b>\u00a0a nivel nacional y regional,\u00a0<\/span><\/b>responsables de la programaci\u00f3n de los Fondos Europeos de Cohesi\u00f3n,\u00a0<\/span><\/b>con especial relevancia del FSE+ y el FEDER.<\/span><\/b> El objetivo es c\u00f3mo establecer bases adecuadas\u00a0<\/span>en los documentos de programaci\u00f3n para asegurar que las medidas que se implementar\u00e1n en el futuro tengan un impacto real y contribuyan de manera eficaz en la reducci\u00f3n de la exclusi\u00f3n y la discriminaci\u00f3n.\u00a0\u00a0<\/span><\/strong><\/p>\n

Se recomienda adem\u00e1s a los Estados miembros ir un paso m\u00e1s all\u00e1 introduciendo mejoras que no se implementaron en el per\u00edodo 2014-2020, retomando l<\/span>os aprendizajes de las medidas que tuvieron un resultado satisfactorio y aquellas que no lo tuvieron tanto.\u00a0<\/span>La lista de verificaci\u00f3n\u00a0<\/span><\/b>hace \u00e9nfasis en <\/span><\/b>programar bajo el Objetivo Espec\u00edfico\u00a0<\/span>(viiia) del Fondo Social+,\u00a0Promover la integraci\u00f3n\u00a0<\/i>socioecon\u00f3mica<\/i>\u00a0de las comunidades marginadas tales como la poblaci\u00f3n gitana\u00a0<\/i><\/span>como la mejor manera de invertir en la inclusi\u00f3n e igualad de la poblaci\u00f3n gitana<\/span><\/strong>,\u00a0<\/span><\/b>junto al\u00a0<\/span>Objetivo Espec\u00edfico 4.3 del FEDER\u00a0<\/span>Aumentar la integraci\u00f3n socioecon\u00f3mica de las comunidades marginadas, migrantes y grupos desfavorecidos.\u00a0<\/span><\/i>\u00a0<\/span><\/p>\n

EURoma Network releases this document to provide recommendations on how to set adequate basis in the programming documents, mainly the Partnership Agreement and the EU Cohesion Funds programmes, to ensure that measures implemented in the future have a real impact and contribute to reducing Roma exclusion and discrimination effectively.<\/strong><\/p>

\"\"The new programming period 2021-2027 reinforces the importance of using EU Funds to address challenges related with Roma equality and inclusion, thus it encourages Member States not only to programme specific measures but also to improve their effectiveness. It is essential to fully align the next EU Cohesion Funds\u00b4 programming with the new challenges and priorities established in the new EU Roma Strategic Frame-work for equality, inclusion and participation for 2020 - 2030.<\/a> Therefore, the purpose of this document is to offer guidance to EU, national & regional departments responsible for programming EU Cohesion Funds, especially ESF+ and ERDF by providing recommendations on how to set adequate basis in the programming documents to ensure that measures implemented in the future have a real impact and contribute to reducing Roma exclusion and discrimination effectively<\/strong>. It also encourages Member States to go a step further by introducing improvements that were not implemented in the period 2014-2020, thus learning from what has worked well and what has not worked so well. The Checklist calls for making use of the ESF+ Specific Objective (viiia) Promoting socio-economic integration of marginalised communities such as the Roma as the best way to invest in Roma equality and inclusion<\/strong>, together with ERDF Specific Objective 4.3 Increasing the socioeconomic integration of marginalised communities, migrants and disadvantaged groups.<\/p>

We invite all relevant stakeholders in charge of programming EU Funds and Roma equality and inclusion to have a look at this Checklist, hoping EU Cohesion funds will be used at their full potential to make a change in the lives of many Roma across Europe who still suffer from greatest levels of poverty, social exclusion, discrimination and overall lack of equal treatment and equal opportunities.<\/p>
