The European Commission has launched a public consultation and a call for evidence to gather views from stakeholders on the implementation and impact of the 2021 Pillar Action Plan, as well as on the desired objectives and content of the new Action Plan, to be released at the end of 2025. It is an opportunity to share views on the contribution of the current action to improve the situation of Roma and to make proposals for the future plan.
The European Pillar of Social Rights (the ‘Pillar’), the first set of social rights proclaimed by EU institutions since the Charter of Fundamentak Rights, was considered the EU’s blueprint for a fairer and more inclusive Social Europe that protects its citizens while contributing to better living and working conditions. It is a comprehensive initiative including 20 social policy principles and a Social Scoreboard of 14 indicators aimed at supporting well-functioning and fair labour markets and welfare systems, with a focus on better integrating and delivering on social concerns. The first Action Plan of the Social Pillar, adopted in 2021, contributed to turning the principles of the Pillar into concrete actions by putting forward 75 actions the Commission committed to take during the last mandate to implement the Pillar and set three EU 2030 headline targets on employment, skills and poverty reduction.
Four years on from the start of the 2021 Action Plan, the socio-economic, labour market, demographic and geopolitical context has changed significantly. In this context, the President von der Leyen announced in her political guidelines for 2024-2029 the adoption of a new Pillar Action Plan, to be presented by the end of 2025, to give new impetus in areas where progress is needed and frame the EU’s efforts to make the principles of the Pillar a reality across the Union.
In the rapidly evolving context, and building upon the achievements of the 2021 Action Plan, the new Plan will aim to reflect the most pertinent challenges and opportunities ahead framed by the rapidly evolving context, as well as the key political priorities in terms of competitiveness, the digital and green transitions, and preparedness, which have a clear people’s dimension.
In this context, European Commission seeks stakeholders’ views to help finetune this initiative through two different forms:
- A call for evidence, aimed to understand the problem to be tackled and objectives to be met and explain why EU action is needed.
- A public consultation, based on a specific questionnaire

- Questionnaires are available in some or all official EU languages. You can submit your responses in any official EU language.
- For reasons of transparency, organisations and businesses taking part in public consultations are asked to register in the EU’s Transparency Register.

- The consultation is open until 10 September 2025 (midnight Brussels time)
