The consultation offers a unique opportunity to ensure that the future plan considers the needs of the most vulnerable groups, such as Roma, and the most vulnerable housing situations, such as substandard and segregated housing, especially settlements.
The Commission has launched a comprehensive public consultation to gather input on the first-ever European Affordable Housing Plan. The consultation (together with various targeted consultations and dialogues with a wide range of stakeholders) is intended to facilitate the gathering of additional evidence and knowledge that would help the European Commission identify policy actions for the upcoming Affordable Housing Plan. These actions should add value at European level, and where necessary be adapted to the national, regional and local levels.
The European Affordable Housing Plan, which is planned to be released in the first quarter of 2026, aims to address the housing crisis that many people across the EU are currently facing. The Plan will support EU countries, regions & cities in increasing the supply of affordable and sustainable housing, and improve access to housing for people in need, for example by addressing structural challenges and unlocking public & private investment.
The public consultation explores all areas relevant to affordable housing in the EU, with detailed questions covering affordable and social housing, financing, state aid, construction and renovation, repurposing, densification and vacant properties, planning and permitting, simplification, rental markets, short-term accommodation rentals, secondary homes, financialisation, inclusiveness and governance.
The current consultation offers a unique opportunity to contribute to the elaboration of the Strategy and to ensure that the European Affordable Housing Plan:
- Takes into account the specific situation of vulnerability of certain groups, such as Roma (while the current housing crisis is affecting a large portion of European society, its impact is most acute on the most vulnerable)
- Considers the most vulnerable and serious housing situations, such as the persistent situations of substandard and segregated housing (specially settlements) in the EU, which disproportionately affect Roma (including a high percentage of Roma minors), and are violations of the right to decent and adequate housing.
