The European Commission aims to collect stakeholders’ views on the proposals released in July 2025 on the 2028-2034 European Fund for economic, social and territorial cohesion.
On 16 July 2025, the European Commission presented its proposal for the Multiannual Financial Framework (MFF) for 2028–2034 structured along main categories of expenditures (‘headings’) corresponding to the major areas of activity/pillars financed by the EU budget, in particular:
- Europe’s economic, social and territorial cohesion, agriculture, rural and maritime prosperity and security (implemented through National and Regional Partnerships Plans- NRP Plans).
- Competitiveness, prosperity and security;
- Global Europe;
- and other expenses.
The European Commission would like to gather stakeholders’ views on the Proposal for a regulation establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security. This overarching horizontal regulation aims to set the general framework for the joint implementation, by means of National and Regional Partnership Plans, of the various existing funding instruments and policies.
An EU Facility will complement implementation at national and regional level. The EU Facility will aim to support transnational and innovative projects, with a high EU added-value, which require additional coordination efforts at EU level. It will also provide technical support to Member States to effectively implement their National and Regional Partnership Plans.
This proposal is accompanied by the proposals for sector-specific Regulations, which set out specific conditions for the provision of Union support in policy areas covered by the Plans. This Union support will be provided under the Fund, in accordance with the rules governing that Fund as proposed in this Regulation.
The current European Commission’s consultation takes place alongside the interinstitutional negotiations involving the European Commission, the European Parliament, and the Council, expected to continue through 2025 and 2026. The outcome of these discussions will determine the EU’s budget priorities and the role of social investment in the coming years.
The consultation process offers a unique opportunity to make proposals to ensure that the future MFF reinforces the European social model, based on solidarity, equality, and social justice. Strong alignment with the European Pillar of Social Rights and the EU Roma Strategic Framework will be essential to ensure commitments translate into measurable outcomes and to maintain the current efforts to address persistent inequalities and support vulnerable groups such as Roma communities, who continue to face systemic barriers in education, employment, housing, and healthcare.
